We've confirmed that all systems are back to normal with no customer impact as of 07/26, 14:30 UTC. Our logs show the incident started on 07/26, 13:30 UTC and that during the 1 hour that it took to resolve the issue some of the customers using Azure monitor may have received failure notifications while accessing or performing service management operations such as create, update, delete for Azure Log Search Alert Rules.
